The Declaration on Research Assessment (DORA) was developed in 2012 during the Annual Meeting of the American Society for Cell Biology in San Francisco. It aims to improve how the output of scientific research is evaluated, encouraging a move away from traditional journal-based metrics, such as the Journal Impact Factor (JIF), towards a broader set of qualitative and quantitative measures.
